SECTION I. <br />TAX INCREMENT FINANCING PLAN FOR <br />TAX INCREMENT FINANCING DISTRICT NO. 4 <br />(As adopted on April 25, 1990) <br />Subsection 1.1. Definitions. The terms defined below <br />shall, for purposes of this Tax Increment Financing Plan, have <br />the meanings herein specified, unless the context otherwise <br />specifically requires. <br />"City" means the City of Little Canada, a municipal corpora- <br />tion and political subdivision of the State of Minnesota. <br />"Comprehensive Plan" means the City's Comprehensive Plan <br />which contains the objectives, policies, standards and programs <br />to guide public and private land use, development, redevelopment <br />and preservation for all lands and water within the City. <br />"Council" means the City Council of the City, also referred <br />to as the governing body. (See "Governing Body" below). <br />"County" means the County of Ramsey, Minnesota. <br />"Development District Act" means the statutory provisions of <br />Minnesota Statutes, Sections 469.124 through 469.134., inclusive, <br />as amended. <br />"Development Program" means the Development District Plan <br />for Development District No. 1. As defined in Minnesota <br />Statutes, Section 469.125, Subdivision 3, a development program <br />is a statement of objectives of the City for improvement of a <br />development district which contains a complete statement as to <br />the public facilities to be constructed within the district, the <br />open space to be created, the environmental controls to be <br />applied, the proposed reuse of private property and the proposed <br />operations of the district after the capital improvements within <br />the district have been completed. <br />"District" means Development District No. 1 in the City, <br />which has been created and established hereto pursuant to and in <br />accordance with the Development District Act, and is <br />geographically described in the Development Program. <br />"Governing Body" means the duly elected City Council as <br />defined in Minnesota Statutes, Section 469.125, Subd. 8. <br />"Project" means Development District No. 1, the public <br />improvements and facilities to be constructed within Development <br />District No. 1, as described more fully in Subsection 1.8 of the <br />Development Program. <br />1556 <br />1 -1 <br />Page 21 <br />
