Subsection 1.11. Estimated Recent Net Tax Capacity, Future <br />Net Tax Capacity and Captured Net Tax Capacity. The most recent <br />net tax capacity (the original net tax capacity) of Tax Increment <br />Financing District No. 4 is estimated to be $3,234. The <br />estimated highest future net tax capacity is estimated to be <br />$327,140, the estimated captured net tax capacity is estimated to <br />be $323,906. <br />Subsection 1.12. Type of Tax Increment Financing District. <br />Tax Increment Financing District No. 4 is, pursuant to Minnesota <br />Statutes, Section 469.174, Subd. 12, an economic development <br />district because it will discourage commerce, industry or <br />manufacturing from moving their operations to another state or it <br />will result in increased employment in the municipality, or it <br />will result in preservation and enhancement of the tax base of <br />the municipality. <br />Subsection 1.13. Duration of Tax Increment Financing <br />District No. 4. The duration of Tax Increment Financing District <br />No. 4 is expected to be 8 years from the receipt of the first tax <br />increments or 10 years from the approval of the tax increment <br />financing plan, whichever is less. The first tax increment is <br />expected to be received in 1992. <br />Subsection 1.14. Estimated Impact on Other Taxing <br />Jurisdictions. <br />Statement No. 1: The estimated impact on other taxing juris- <br />dictions assumes construction would have occurred without the <br />creation of Tax Increment Financing District No. 4.
