APPENDIX A <br />ADMINISTRATIVE GUIDE <br />FOR THE ADMINISTRATION OF THE <br />DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 <br />The Council has designated the Administrator of the City to <br />serve as Administrator of the Development Program for Development <br />District No. 1 and to supervise the maintenance and operation of <br />public improvements and activities financed by the Tax Increment <br />Financing Districts within Development District No. 1. Minnesota <br />Statutes, Section 469.130 and Section 469.131. <br />ADMINISTRATIVE POWERS <br />The Administrator will administer the Development Program <br />pursuant to the provisions of Section 469.131 of the Development <br />District Act. As Administrator, he /she may, " . . . subject to <br />such rules and limitations as may be adopted by the governing <br />body, be granted the following powers: <br />(a) to acquire property or easements through <br />negotiation; <br />(b) to enter into operating contracts on behalf of the <br />municipality for operation of any of the facilities <br />authorized to be constructed under the terms of Sections <br />469.124 to 469.134; <br />(c) to lease space to private individuals or <br />corporations within the buildings constructed under the <br />terms of Sections 469.124 to 469.134 <br />(d) to lease or sell land and to lease or sell air <br />rights over structures constructed under the authority of <br />Sections 469.124 to 469.134; <br />(e) to enter into contracts for construction of the <br />several facilities or portion thereof authorized under <br />Sections 469.124 to 469.134; <br />(f) to contract with the housing and redevelopment <br />authority of the city for the administration of any or all <br />of the provisions of Sections 469.124 to 469.134; <br />(g) to certify to the governing body for acquisition <br />through eminent domain property that cannot be acquired by <br />A -1 <br />Page 49 <br />
