Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612- 484 -2177
FAX: 612-484 -4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 18, 1990
RE: Centre Place Easements
MAYOR
Michael Fahey
COUNCIL
Beverly Scelza
Bill Blesener
Pick CoBove
Jim Levalle
Agreements have been reached with some of the property owners regarding
their willingness to provide the City with temporary construction
easements for the Centre Place improvement project. However, it does
appear necessary that we will need to complete condemnation actions for
some of the permanent easements. The condemnation process was commenced
by the City Attorney's office some time ago and we will be in possession
of the property no later than June 6, 1990. To continue with that
process, the City Council will need to approve the appraised values
established for these easements. An appraisal has been conducted on those
permanent easements where we anticipate the need to complete the
condemnation process. Tom Sweeney will present a resolution establishing
those values at Wednesday's meeting.
We have also obtained some of the needed temporary easements. However,
there are a couple of issues left to be addressed regarding compensation
for trees and soil removed from some of the properties. We would hope to
have a recommendation regarding the disposition of these matters available
for Wednesday night's meeting.
It should also be noted that some of the temporary easements have already
been signed and donated to the City. However, it is my feeling that if we
pay for temporary easements on some of the properties fronting
County Road C, we should provide equal compensation to all properties due
to the issues of consistency and fairness. It is my opinion that we are
looking at nominal amounts for the acquisition of these easements.
Further information regarding this matter will be available for
Wednesday's meeting.
JRH:kpv
PAGE 36
