Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612-484-2177
FAX: 612- 484 -4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMO
TO: City Council
FROM: John Palacio, Building Official
Frank Graczyk, Fire Chief
DATE: May 23, 1990
RE: Fire Suppression /Appendix E
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
Fire access, fire service, Fire Department, fire personnel, fire
attack, rescue. What does this all mean? The decision that the
whole community of Little Canada accepted in the adoption of Appendix
E and a careful view was taken in regards to:
(a) Part -time Fire Department
(b) Fire Department access
(c) Water supply
(d) Fire Department equipment
(e) Rescue
All of the items listed have no boundaries or no limits in safety.
In the early 1980's the decision was made and business folks accepted
Appendix E, presently now known as the Fire Suppression Chapter,
State Building Code 1305.6905, Appendix Chapter 38. This Chapter has
provisions for installation of on- premise fire suppression systems
with specific requirements in regards to building floor area, type of
construction and class of occupancies. A question arose in regards
to accessory buildings, if one could be built on the same property
not meeting the requirements of fire suppression systems. A total
outlook must be taken and a complete overview of the area
(property). Do the buildings on the same property have fire
protection? Are they sprinkled? Do they have accessibility for the
Fire Department and for rescue? The other factor is the insurance
rating for the City. Presently we have the rating of 6. I recently
spoke with Mr. Gary Dyrstra from Commercial Risk Service. He
informed me that in 1986 the insurance rating was taken. I asked him
what type of information was needed to obtain the rating. His
response was fire alarm, Fire Department and water supply. My next
question was if accessory buildings would have an impact on the fire
rating. "Not necessarily" he commented. Since 1986 the City has had
new watermains installed and a considerable effort will be made in
looping watermains in the near future. There will also be a new fire
RAGE- 8
