Office of:
JOEL R, HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612 - 484-2177
FAX: 612 - 484-4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 4, 1990
RE: Dawn Kohler Resignation /Hiring Policy
Attached is a resignation received from Dawn Kohler. The
Council should formally accept this resignation to complete
her personnel file.
Also, attached is a summary of information gathered by
Kathy Glanzer from certain cities regarding their hiring
practices. You will note a variety of methods for handling
hiring of employees. Based on this information and on the
needs of the City of Little Canada as I perceive them, it
would be my recommendation that our policy consist of the
following:
* Seasonal Employees - Previous seasonal employees
with acceptable work performance will be asked to
return to their positions. Any openings not
filled by this practice will be advertised.
* On -going Part -time and Full -time Positions - These
positions are to be advertised. Existing
employees will be eligible to apply. It is the
intent of the City to hire the best qualified
employee taking into account experience,
qualifications, and references.
* Short -term Temporary - In cases involving
short -term replacement of personnel, advertising
is not required. In this case, the position may
be filled based on the availability of qualified
personnel. A decision not to advertise will
encompass considerations involving timing needs in
filling the position and the cost of advertisement
and screening in relation to the duration of the
employment period.
Page 61
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaVaile
