Family day care operations <br />of 12 or fewer are allowed or permitted uses in single family <br />areas under State law. The City may allow the increased numbers <br />under its Special Home Occupation provisions which are governed <br />by the Conditional Use Permit section of the Zoning Ordinance. <br />The primary distinction between Conditional Use Permits and <br />Special Home Occupations is that the latter must be renewed by <br />City action whereas a Conditional Use Permit is a permanent <br />action, providing that the conditions are adhered to. <br />ANALYSIS <br />The Zoning Ordinance distinguishes between permitted and special <br />home occupations. -Conditions for special home occupations are <br />excepted below: <br />E. Requirements - General Provisions. All home occupations <br />shall comply with the following general provisions and <br />according to definition, the applicable requirement <br />provisions. <br />1. General Provisions. <br />a.
