Mr. Joel Hanson <br />30 May 1990 <br />Page Two <br />As one of our client communities, our office is fully aware of <br />Little Canada's current zoning regulations and generally, the <br />City Code. To the best of our knowledge, these regulations are <br />presently lacking in possible protection which could be enacted <br />to address adult facilities. We alert you to this situation as <br />we believe consideration should be given to possibly pursuing <br />some type of protective regulations. As illustrated by the <br />current Ramsey case, preventative action is much preferable and <br />less costly than an after the fact, reactive approach. <br />Our office's current association with the City of Ramsey, <br />providing assistance on regulations to govern adult entertainment <br />facilities, has provided substantial background on this subject. <br />While each community must specifically and individually address <br />this issue, there are most certainly common elements which are <br />involved and guide such regulations. These factors minimize the <br />work which is involved in establishing appropriate and sound <br />protection. <br />So as to protect the community from unanticipated, unwelcome <br />situations, we would suggest that this matter be presented to the <br />City Council for a determination as to whether appropriate <br />regulations should be pursued.
