Development Program <br />Thunder Bay Development District <br />Introduction <br />The City of Little Canada, Minnesota (the "City "), in June, <br />1987 created Thunder Bay Development District consisting of the <br />land described in the Thunder Bay Development District Plan. <br />Amendment <br />The boundaries of the Thunder Bay Development District are <br />hereby enlarged to include the land contained in Development <br />District No. 1 previously created by the City. A description of <br />the area located in Thunder Bay Development District No. 1 as <br />enlarged is contained on Exhibit A attached hereto. <br />Development Plan <br />The Development Plan adopted by the City Council in <br />June 1987, other than the description of the boundaries of <br />Thunder Bay Development District is not modified and shall <br />continue to remain the Development Plan for Thunder Bay <br />Development District as enlarged. <br />Tax Increment Financing Plan <br />Thunder Bay Tax Increment Financing District No. 1 <br />Introduction <br />The City, in June, 1987, created Thunder Bay Tax Increment <br />Financing District No. 1 and adopted a Tax Increment Financing <br />Plan (the "Plan ") in connection therewith. <br />Amendment <br />The City intends to modify the Plan for Thunder Bay Tax <br />Increment Financing District No. 1 to provide for the payment of <br />additional project costs. The boundaries of Thunder Bay Tax <br />Increment Financing District No. 1 are not being modified. <br />Statement of Objectives for Thunder Bav Development District <br />The statement of objectives is expanded to provide that the <br />City Council seeks to also encourage the retention, expansion and <br />development of commercial and retail enterprises within the City. <br />Financial Plan <br />The Plan is modified to provide for the financing of the <br />following activities within Thunder Bay Development District. <br />2438 <br />Page 5 <br />
