Stall, Aisle, and Driveway Design. The stall, aisle, and <br />driveway design of the subject site appear to be in conformance <br />with Ordinance requirements, with the exception of the <br />requirement that all open off - street parking areas shall have a <br />perimeter continuous curb barrier. Our office would recommend <br />the installation of curbing as part of the conditional use permit <br />approval. For existing paved facilities, portable concrete <br />bumpers may be appropriate. <br />Off - Street Parking Requirements. For motor fuel stations, the <br />Ordinance requires that the station provide at least four off - <br />street parking spaces for each service stall. The subject site <br />is in excess of the motor fuel station requirement. <br />Bulk Storage. The Ordinance states that all uses associated with <br />the bulk storage of chemicals and flammable liquids shall comply <br />with the Minnesota State Fire Marshall and Minnesota Department <br />of Agricultural offices and have documents from those offices <br />stating the use is in compliance. As such, our office would <br />recommend an approval contingent upon compliance with those <br />stipulations. <br />SUMMARY <br />The Unocal motor vehicle service station and accessory outdoor <br />storage use on the subject property is sufficiently similar to <br />surrounding land use and zoning districts to be considered <br />compatible with Items 1 and 2 regarding consistency with the <br />Comprehensive Land Use Plan, and future /present land uses in the <br />area. <br />With some slight modifications to the plan as recommended, the <br />proposal would conform to criteria 3 regarding the proposal's <br />compatibility with performance standards. <br />The remaining items to be reviewed in terms of the CUP are <br />criteria 4 and 5, respectively, regarding potential value <br />depreciation and overburden of the City's service capacity. It <br />would appear that the proposal would not adversely affect <br />property values or service capacity. As such, the proposal would <br />conform to criteria 4 and 5. • <br />3 <br />Page 41 <br />
