My summary comments regarding the experiences of <br />each respective city are as follows: <br />City of North St. Paul <br />In my conversation with Mr. Bob Gatti, City Manager of North St. <br />Paul, he indicated to me that T. A. Schifsky & Sons have a <br />recycling operation in conjunction with their hot mix plant. He <br />noted their hot mix plant operation had existed before other <br />development in the city occurred in this area. The city has not <br />regulated the recycling operation. It developed incidental to <br />the hot mix plant operation. He noted that they have not had any <br />complaints regarding this operation. Mr. Gatti did say that the <br />only problem he was aware of was dust during high winds. <br />It was also noted that this area is zoned industrial I -2. This <br />is a heavy industry zoning area. The Schifsky operation is a <br />minimum of four blocks away from any residential property use. <br />Mr. Gatti stated that the property is surrounded by other <br />industrial uses. <br />City of St. Paul <br />The City of St. Paul has multiple recycling operations. In my <br />discussion with Wendy Lange of the zoning department, she <br />indicated that the property in question is zoned I -2 or heavy <br />industrial. This type of recycling operation is a permitted use <br />in this zoning district. The only condition required is a <br />minimum of a six foot high fence to screen the property with the <br />screening to be achieved at street level. It should be noted <br />Page 1 <br />
