Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612- 484 -2177
FAX: 612- 484 -4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 6, 1990
RE: Cigarette License Fees
Presently, the annual fee for a cigarette license is $12.
This fee was previously regulated by State Statutes and was
established in 1941. In 1982, State Statutes were amended
allowing municipalities to set annual fees as deemed
appropriate. When one considers the costs associated with
issuing licenses, a $12 fee does not allow us to break
even.
It is my recommendation, that the annual fee be increased
to at least $25 effective upon the next license renewal in
July of this year. I would also recommend that the City
Attorney be directed to revise the Ordinance governing the
sale of cigarettes to allow the City Council to establish
fees from time to time by resolution. Other modifications
to the City Ordinances should also be made to be consistent
with this recommended change in fees.
Thank you for your consideration of my recommendation.
JH:kv
Note: Just as a point of information, a $12 fee adjusted
by a 4% annual rate of inflation since 1941 would
today yield an $82 license fee!
se- to
PAGE 98
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blesener
Rick Conova
Jim LaValle
