Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612. 484.2177
FAX: 612-484-4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 6, 1990
RE: Worker's Compensation Coverage on City Council
MAYOR
Michael Fahey
COUNCIL
Boverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
With the change in worker's compensation insurance carriers, I felt that
it was appropriate to clarify your position regarding coverage for the
City Council under the new policy. It is my understanding that coverage
was not provided with the previous carrier. It is also not been allowed
under the new policy. To include the City Council under worker's
compensation coverage as well as any other members of boards or
commissions would cost approximately $100 per person irrespective of
position. For the City Council the total cost would be approximately $500
on an annual basis. If the Council chooses to elect coverage, a
resolution so specifying this fact would need to be adopted and forwarded
to our worker's compensation carrier. Based on my conversation with the
administrator of the League's worker's comp program, the majority of the
cities do not cover City Councils or other boards and commissions under -
this, policy.
An alternative to worker's compensation coverage would be an accident
insurance program offered through the League. The cost of this insurance
is $12.75 per person per year. The basics of this coverage are as
follows:
* $400 per week short term disability coverage for a 26 week period
in cases of total disability.
* $100,000 death benefit.
* Dismemberment benefit for loss of limb, eyes, etc. amounting to
about 1/2 of the death benefit.
About 100 cities are utilizing this accident insurance program. There may
be some question as to our ability to join this program now as the open
enrollment period was held in February.
Should the Council elect to have the worker's compensation coverage, I
will have a resolution available for your consideration.
PAGE 100
