ments will be the responsibility of the Administrator of the <br />City who shall serve as Administrator of the District. The <br />powers, duties and responsibilities of the Administrator are <br />spelled out in the Administrative Guide for the Administration <br />of the Development Program for Development District No. 2, <br />attached hereto as Appendix A. Each year the Administrator <br />will submit to the Council the maintenance and operation <br />budget for the following year. <br />The Administrator will administer the District pursuant <br />to the provisions of Section 469.131 of the Development <br />District Act; provided, however, that such powers may only be <br />exercised at the direction of the Council. No action taken by <br />the Administrator pursuant to the above - mentioned powers shall <br />be effective without authorization by the Council. <br />Subsection 1.10. Rehabilitation. Owners of properties <br />within the District will be encouraged to rehabilitate their <br />properties to conform with the applicable state and local <br />codes and ordinances, as well as any design standards. Owners <br />of the properties who purchase property within the District <br />from the City may be required to rehabilitate their properties <br />as a condition of sale of land. The City will provide such <br />rehabilitation assistance as may be available from federal, <br />state or local sources. <br />Subsection 1.11. Relocation. The Tax Increment Financing <br />Plan does not require any relocation at this time. The <br />District does not contain any residential, commercial, or <br />industrial uses that will require relocation or movement on <br />individual sites. If in the future the District is expanded <br />or modified to include additional area or relocation <br />activities, the City Council shall adopt rules and regulations <br />that are in compliance with the Uniform Relocation Act and any <br />persons affected shall be treated according to those laws, <br />rules and regulations. <br />Subsection 1.12. Open Space to be Created. The City, in <br />carrying out the objectives of the Development Program, <br />proposes to encourage the beautification of open spaces <br />through the development of criteria, which shall be <br />incorporated into any land sale agreements entered into by the <br />City of Little Canada. <br />1 -8 <br />Page 18 <br />
