Mayor Fahey and Members of the City Council <br />April 6, 1990 <br />Page 3 <br />Therefore, it is my recommendation that the City prepare a request <br />for proposals and distribute it to various construction managers, <br />with the goal of having proposals received by April 20. We should <br />then screen the proposals and interview the top three firms for <br />possible utilization on this project. Boarman and Associates should <br />be heavily involved in this process to ensure their comfort level <br />with the firm selected and to help develop a true team approach to <br />these projects. Factors to evaluate in the consideration of the <br />construction managers would include their experience on public <br />projects, present workload, qualifications of staff assigned to the <br />project, costs of service in relation to our project, and references <br />from past projects. <br />Time is of the essence if we are to consider this process. It is <br />imperative that if a construction manager is to be used, they be <br />involved in the design development stage of the preparation of plans <br />and specifications. We also do not want to slow down the <br />construction of either project by delaying the process of hiring a <br />construction manager. <br />JH:kv <br />Page 76 <br />
