Schaber <br />District 6 <br />Dear Mayor Fahey: <br />The Ramsey County Regional Railroad Authority ( RCRRA) will begin the <br />Northeast Corridor Alignment Study in March, 1990. This study will <br />identify and assess the suitability of various alternative locations <br />for an LRT line within the Northeast Corridor and will provide the <br />means by which the Ramsey County Regional Railroad Authority will <br />select a preferred alignment for LRT. <br />The Comprehensive LRT Plan for Ramsey County, completed in late 1989, <br />identified the Northeast Corridor as having potential for LRT in the <br />next 20 years. During the development of the Comprehensive Plan, a <br />Northeast Corridor Task Force was established to identify neighborhood <br />concerns associated with potential corridor use for LRT and to review <br />and make recommendations on reports or actions considered by the RCRRA. <br />The NECTF completed their charge with the completion of the <br />Comprehensive LRT Plan. <br />A Northeast Corridor Task Force will be reconstituted to review infor- <br />mation as the Northeast Corridor Alignment Study progresses and to make <br />a recommendation to the Ramsey County Regional Railroad Authority on an <br />alignment in the Northeast Corridor. The Northeast Corridor Task Force <br />will consist of representatives from each affected District Council in <br />St. Paul, community representatives from Ramsey County municipalities <br />along the corridor, other than St. Paul, and business community repre- <br />sentatives. The Task Force is expected to meet monthly during the <br />12 -month project. The meetings will be held on Mondays from 4:30 until <br />6:00 p.m. at a location in the Northeast area. <br />The Northeast Corridor work will include an analysis of the area <br />extending generally from downtown St. Paul to the north border of <br />Ramsey County and from I -35E to White Bear Avenue. A specific align- <br />ment for light rail transit has not been selected in the Northeast <br />Corridor. Thorough analysis of engineering information combined with a <br />comprehensive community participation program will assist the RCRRA to <br />select a preferred alignment in the Northeast Corridor. <br />PAGE 96 <br />
