Schaber District 6 Dear Mayor Fahey: The Ramsey County Regional Railroad Authority ( RCRRA) will begin the Northeast Corridor Alignment Study in March, 1990. This study will identify and assess the suitability of various alternative locations for an LRT line within the Northeast Corridor and will provide the means by which the Ramsey County Regional Railroad Authority will select a preferred alignment for LRT. The Comprehensive LRT Plan for Ramsey County, completed in late 1989, identified the Northeast Corridor as having potential for LRT in the next 20 years. During the development of the Comprehensive Plan, a Northeast Corridor Task Force was established to identify neighborhood concerns associated with potential corridor use for LRT and to review and make recommendations on reports or actions considered by the RCRRA. The NECTF completed their charge with the completion of the Comprehensive LRT Plan. A Northeast Corridor Task Force will be reconstituted to review infor- mation as the Northeast Corridor Alignment Study progresses and to make a recommendation to the Ramsey County Regional Railroad Authority on an alignment in the Northeast Corridor. The Northeast Corridor Task Force will consist of representatives from each affected District Council in St. Paul, community representatives from Ramsey County municipalities along the corridor, other than St. Paul, and business community repre- sentatives. The Task Force is expected to meet monthly during the 12 -month project. The meetings will be held on Mondays from 4:30 until 6:00 p.m. at a location in the Northeast area. The Northeast Corridor work will include an analysis of the area extending generally from downtown St. Paul to the north border of Ramsey County and from I -35E to White Bear Avenue. A specific align- ment for light rail transit has not been selected in the Northeast Corridor. Thorough analysis of engineering information combined with a comprehensive community participation program will assist the RCRRA to select a preferred alignment in the Northeast Corridor. PAGE 96
