846 Westwind Drive <br />Little Canada, MN 55109 <br />March 27, 1990 <br />Little Canada City Council <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />Little Canada City Council, <br />I attended the Little Canada Planning Commission meeting on March 8th 1990, my particular interest being <br />the "Request for an amendment" to the St. Jude Planned Unit Development (reference the original PUD <br />approved on November 26, 1981). The planning commission passed a motion, basically recommending <br />that the Council approve the request. My concern is the portion of the amendment which calls for erecting <br />a security fence around the property. The exact location of the fence is not specified on the plan, and has <br />not yet been determined. <br />Oakmont is a 74 unit condominium; our property borders the east side of the St. Jude property. My unit, <br />at Oakmont, is one of the 24 that directly faces that wooded and brushed border of the St. Jude property; <br />another 24 units have a partial view of that property. The natural view and setting are highly valued by <br />Oakmont residents. <br />Section D ( "Landscaping - Buffer Zone "), of the original PUD, addresses maintenance of a natural buffer <br />zone. During construction of phase 1, a large quantity of earth was temporarily mounded on the east edge <br />of the St. Jude property (bordering on the northwest Oakmont property). Rains washed some of this earth <br />down the hill and filled in what had been a natural depression which collected drainage, and became a <br />"pond" (complete with ducks) during rains /wet periods. St. Judes was notified of the problem, but it was <br />handled on an informal basis (verbally by our maintenance person at that time). It was a mistake to handle <br />the problem in such an informal manner. The problem was not corrected (maybe word never reached the <br />appropriate person(s)) as the problem was not corrected and Oakmont continues to be affected by drainage <br />problems as a result. <br />As an owner at Oakmont, I do not want to see Oakmont adversely affected by another incident of <br />informality. I am requesting that the Little Canada City Council withhold approval of the security- fence- <br />portion of St. Judes request for amendment to the original PUD, until the exact location of the security <br />fence is submitted for Council hearing, review, and approval. <br />cc Oakmont Condominium Board of Directors <br />Page 3 <br />Sincerely, <br />Barbara J.
