Ramsey - Washington Metro
District
Mr. Don Carley
Milner Carley and Associates
Soo Highway 96
Shoreview, MN 55126
Re: Owasso Basin - Little Canada
Dear Mr. Carley:
2785 White Bear Ave., Suite210
Maplewood, Mn. 55109
(6121779 - 2207
December 28, 1989
ste y6/,d#_
S;,44"
Mr. Joel Hanson and I met last week to discuss the Ramsey- Washington
Metro Watershed District's plans for construction of Owasso Basin. Mr.
Hanson asked me to write you this letter to inform you about the project as
it involves work within the City and work on City property.
The District is in the process of developing plans and specifications
for construction of a large stormwater storage and water quality treatment
basin. It would be constructed largely north of the North Star Estates
Mobile Home Park located north of Owasso Boulevard and west of Country Drive.
The District has determined this project is necessary for a variety of
reasons:
1.
The existing storm sewer facilities cannot handle flows from the
tributary watershed at its present developed state. Increased
development will further aggravate the problem.
2. The mobile home park is experiencing on -going flooding problems.
Even small rains result in major problems for the residents.
3. Owasso Boulevard has been overtopped by flood waters in the
This road and the utilities that lie within its right -of -way
be subject to considerable damage.
past.
could
4. Sediment and nutrients from flows in this area are adding to
sedimentation and water quality problems in Lake Gervais
downstream.
Page 27
