Suite2lO <br />Maplewood, Mn. 55109 <br />(612)779 - 2207 <br />January 5, 1990 <br />Dear Mr. Hanson; <br />The Ramsey - Washington Metro Watershed District is in the process of <br />developing plans and specifications for construction of Owasso Basin. Owasso <br />Basin is located north of Owasso Boulevard and west of Country Drive. The <br />District has determined this project is necessary through two studies that <br />were completed in 1989. One study is known as the Phalen Chain of Lakes <br />Surface Water Management Plan; the second study is the Hydraulic Study of <br />the County Ditch System. These studies concluded that the existing drainage <br />facilities south of Owasso Boulevard can not handle the sizable discharges <br />entering the system from the north and significant flooding will occur. This <br />conclusion is frequently verified by the chronic flooding within the North <br />Star Estates mobile home park. <br />The study revealed that 70 acre -feet of water needs to be detained north <br />of Owasso Boulevard in areas not presently occupied by development. <br />Therefore, the District intends to excavate the necessary storage in the <br />wetland area located between the Frattalone demolition landfill and North <br />Star Estates. Additional excavation would <br />west boundaries within No the <br />County ditches that run along the east, <br />Star Estates. <br />In addition to constructing a basin which will handle the excess <br />stormwater runoff, the District wishes to also create a facility that will <br />treat the stormwater runoff by effectively removing sediments and nutrients. <br />Water from this area drains through the County ditch system to Lake Gervais <br />which is continuing to experience a degradation in water quality as well as <br />sediment buildup. Therefore, the District intends to also construct the <br />basin as a water quality treatment facility. This would be accomplished by <br />diverting more County ditch flows. The basin would be deepened so that it <br />would have a 4 foot deep standing pool of water. <br />Page 29 <br />
