Hansmi <br />RE: Zoning Code Amendment -Fence Permit and Driveway Standards <br />As part of the implementation of a permitting process for driveways, a Zoning Code <br />Amendment is needed to establish driveway standards for residential properties. <br />Currently, the Zoning Code contains standards for parking space for five or more vehicles <br />and associated driveways. This section of the Code should be expanded and more clearly <br />worded to include all driveways as well as parking areas regardless of size. It would also <br />be staff's recommendation to require residential driveways be paved with asphalt, <br />bituminous, concrete, or pavers. <br />Secondly, the Building Official has informed me that the Uniform Building Code (UBC) <br />exempts fences from building permits. The City's Zoning Code requires a "building" <br />permit for fences. It should be noted that fence permits are a common requirement by <br />cities to ensure their proper installation relative to setbacks, etc. Therefore, to ensure that <br />the Zoning Code is not in conflict with the UBC, the proposal is to delete the word <br />"building" from that particular section of the Code. <br />If the Council is agreeable with Chis direction, a Public Hearing should be called for July <br />26`x' to consider an Amendment to the Zoning Ordinance as outlined above. The City <br />Planner would draft the ordinance and first present it to the Planning Commission for <br />their review and recommendation. <br />
