4. The Redevelopment Area is comprised of several <br />small residential parcels which are nonconforming <br />in the General Business Zoning District as <br />designated. The area has been the target of <br />longstanding commercial development goals. <br />5. A safe and convenient circulation system is needed <br />in the Redevelopment Area. Currently numerous, <br />scattered driveway access points cause safety <br />concerns along Little Canada Road and there are <br />insufficient parking options, either on or. off - <br />street. <br />6. The Redevelopment Area is characterized by a <br />variety of land use development on small lots. In <br />most cases, the smaller lot lacks sufficient size <br />to accommodate the use and its required ancillary <br />amenities. The over-utilization of sites has <br />resulted in problems with blight and substandard <br />site and building conditions. Site problems <br />include poor site access, insufficient setbacks, <br />and lack of sufficient on -site parking and <br />loading. <br />These public purpose goals are not attainable in the <br />foreseeable future without the intervention of the EDA <br />in the private development process. The EDA has <br />prepared the Redevelopment Plan, which provides for the <br />elimination of these conditions, thereby making the <br />land useful and valuable for contributing to the <br />public health, safety and welfare. <br />C. Redevelopment Area Boundaries <br />The boundaries of the Redevelopment Area are outlined <br />on the Redevelopment Area Boundary Map, Exhibit B. <br />The legal description of the property within the <br />Redevelopment Area is provided in Exhibit C of this <br />plan. <br />The Project Area is approximately 13.6 acres in size. <br />All land included in the Project Area is within the <br />legal boundaries of the City. <br />D. Statement of Authority <br />Minnesota Statutes Section 469.001- 469.047 (Housing and <br />Redevelopment Authority Act) grants municipalities the <br />authority to designate redevelopment areas within the <br />boundaries of the municipalities.
