Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612-484-2177
FAX: 612-484-4538
February 9, 1990
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Hanson, City Administrator
RE: Architectural Contract - Boarman & Associates
MAYOR
Michael Fahey •
COUNCIL
Beverly Scalze
Bill Blesenor
Rick Collova
Jim LaValle
Attached is a copy of the contract for architectural services with
Boarman & Associates for the Fire Station and City Hall. A major
change they made to the agreement from what was agreed upon based on
an earlier memo to them, is to eliminate the credit for the $4,785
spent to -date for the fire hall study.
In my review of the documents prepared by Boarman, a provision of the
agreement stated the following: "The owner will be credited the Part
I, Partial Schematic Design Fee, toward the total project fee." In
my memo to them dated January 31st upon which our verbal agreement
was based, I stated we would receive credit for $4,785 pursuant to
the above - quoted statement.
On Friday, February 9th, Mr. David Kroos informed me that there was
no schematic work done and no credit would be allowed for the
feasibility study. He stated this was understood by the Council due
to "The City's desire to keep the initial costs down. ". I asked that
he submit a letter outlining his position on this matter and I would
present it to the Council for consideration.
My only comment is that without this allowance, I feel we still have
a reasonable deal. (Boarman did make some major concessions on
reimburseables such as E & 0 insurance, cost estimations, and a cap
on travel and document costs.) However, the Council has to base the
decision on their respective comfort level with this arrangement and
on previous understandings.
Page 76
