rrA <br />Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Robert Kirmis /Stephen Grittman <br />DATE: 31 January 1990 <br />RE: Little Canada - Rice at C PUD - Sign Variance <br />FILE NO: 758.09 - 90.03 <br />EXECUTIVE SUMMARY <br />Background: <br />Sherman Boosalis Real Estate has requested City approval to <br />construct three pylon signs upon their retail mall site located <br />directly northeast of the intersection of Rice Street and County <br />Road C. It is Mr. Boosalis's interpretation of the Ordinance <br />that he is allowed three signs in that because the two structures <br />which lie upon the subject site are physically separated, they <br />should be considered separate entities. Under this recognition, <br />the Ordinance would allow three pylon signs as requested. It is <br />our contention that the two said structures be considered despite <br />physical separation a single retail mall. In response to our <br />interpretation, Mr. Boosalis has requested the approval of a <br />variance which would allow three pylon signs upon a site zoned B- <br />3, General Business. <br />ISSUES ANALYSIS <br />Ordinance Purpose. In evaluating the applicant's request, it is <br />important to identify its compliance with the purpose of the <br />City's Sign Ordinance. The Sign Ordinance has been established <br />to protect and promote health, safety, general welfare and order <br />within the City through the establishment of a comprehensive and <br />impartial set of standards which govern the type, size, number <br />and location of signs.
