Hanson <br />February 26, 1990 <br />page 2 <br />Since 1977 the Lake Owasso Residence Volunteer Council (LORVC) has <br />been in existence for the purpose of improving the quality of life <br />for the clients who reside at Lake Owasso Residence (210 North <br />Owasso Boulevard). As stated in our charter this includes: <br />- establishing and maintaining a high quality teaching, <br />training and consulting organization intended to aid <br />development of mentally retarded individuals. <br />- assisting mentally retarded individuals and their families <br />through financial aid. <br />- providing quality individual and therapeutic group services <br />to mentally retarded individuals and their families. <br />To further clarify our Mission and to direct our charitable <br />gambling profits, our general membership has specified our <br />gambling expenditures to be directed as follows: <br />- personal and individual needs of the residents, to include, <br />food, clothing, shelter. <br />-Dorm and facility needs for Lake Owasso (does not to include <br />what must come from the facility budget). <br />- Recreation, activities and vacations. <br />- Operational costs associated with fund raising for Volunteer <br />Council. <br />The request to give Little Canada 50 -70% of our profit as a <br />condition of renewing our gambling license is to us, both legally <br />unjustified (as stated in our organization's Bi -laws) and morally <br />wrong. <br />Thank you for giving us the opportunity to address this issue. <br />Sincerely, <br />t Thul, <br />President <br />Lake Owasso Volunteer Council <br />JT:BS:ptd <br />Page 17 <br />Betty Strohbeen, <br />Gaming Manager <br />Lake Owasso Volunteer Council <br />
