In order to provide a well rounded park system, it k recommended that a system of <br />walkways and trails be constructed to link the various public facilities and the <br />commercial center of Little Canada. This system should be designed and developed <br />in conjunction with the present and proposed city, county and regional trail <br />systems and in consideration of anticipated growth and needs of the community. <br />It is recommended that a system as conceptually noted in the following map <br />be developed, incorporating the existing trails in Spooner Park, the proposed <br />greenway along the St. Paul Water Works viaduct and the Northern States <br />Power right -of -way and the proposed Ramsey County Bike Trail System. <br />Additional trails linking the mini -parks provided in the apartment complexes <br />and PUD areas could be incorporated along with trails linking new neighbor- <br />hood playgrounds as suggested in Planning Districts 5, 9 and 10. In Districts <br />17 and 18, Kellogg Senior High and Capitol View Junior High, respectively, <br />should also be linked by means of a trail connecting with the County Road C <br />trail. <br />The newly developed parks should be of sufficient size and development to be <br />classified as neighborhood park playgrounds or community playfield, with <br />activities as suggested in the accompanying "Metropolitan Recreation Open <br />Space System" table. It k recommended that a community park be located in <br />Planning District 10 east of Labore Road in the general area that was once proposed <br />as a county park. This natural area could provide a mostly passive recreation <br />opportunity and serve as one terminus of the community trail system. The other <br />terminus for the community trail system could be in Planning District 1 on the <br />St. Paul Water Works property. This should be entirely passive, including picnic <br />tables which could be used by trail users as well as the workers from the adjacent <br />businesses. <br />Located in Planning Districts 5 and 9 are more active recreational opportunities. <br />These park areas were located by means of considering existing development and <br />facilities with the projected needs of the developed neighborhoods. The circles <br />on the "Proposed Parks and Open Space System" map depict the general areas the <br />parks are intended to serve. Spooner Park and the Kellogg - Capitol View facilities <br />have a considerably larger service area determined by the extent of and type of <br />existing development and are so depicted. <br />PAGE 18 <br />
