Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 October 1990 <br />RE: Little Canada - Murphy /DuCharme Lot <br />Split /Variance <br />FILE N0: 758.09 - 90.65 <br />BACKGROUND <br />Mr. Timothy Murphy has applied for a subdivision and variance to <br />allow a new lot to be located along a private road which accesses <br />County Road B -2. The private road follows a 30 foot wide <br />driveway easement to two existing single family structures. The <br />driveway easement is approximately 850 feet in length to the <br />initial point of buildable property. Development on parcels <br />which have less than the fully improved public right -of -way <br />involves policy issues which the City has handled on a case by <br />case basis. Two recent cases which have addressed some of these <br />issues would be the Liebel Addition plat and the Tom Stewart <br />subdivision. Neither of those are entirely similar to the <br />current proposal but reference is made to allow more consistent <br />development review. <br />ANALYSIS <br />The Murphy application involves the creation of a new parcel on <br />an established paved, private road. The Liebel project involved <br />resubdivision of a parcel of record to allow substandard frontage <br />(effectively a shorter private road). This project was approved <br />as a plat. The Stewart project, which was denied, involved a new <br />parcel with adequate size but on a substandard public roadway. <br />The Murphy residence would hook up to public sanitary sewer, <br />however, City water is currently not available in the area. <br />There is no possibility for full public street in the area. In <br />this way, the case is more like the Liebel project than the <br />Stewart project.
