Pavement Management Score <br />- Rating of the physical condition of the road adjusted to <br />consider the average daily traffic per lane. <br />2. Need for Maintenance <br />- Maintenance costs and other factors such as maintenance <br />problems not considered in pavement management score. <br />The scoring may be based on both measurable factors and <br />professional judgment. <br />3. ADT <br />- The total number of vehicles that travel a segment of road <br />on an average day. <br />4. Geometrics /Safety <br />- An examination of the need for turn lanes, medians, <br />shoulders, parking lanes and other safety improvements. <br />The level of service and number and nature of accidents may <br />be considered in this factor. <br />5. Functional Classification <br />- A project in conformance with the functional classification <br />identified in the Ramsey County Comprehensive Plan. Relates <br />to length and character of trip, not necessarily average <br />daily traffic. <br />6. Development Needs Affecting Road <br />- Residential, commercial or industrial development which may <br />be or will be occurring that will impact a county road. <br />7. City's Position <br />- The need for a project as expressed by the city in a <br />letter or resolution from that city. It is recommended that <br />the city prioritize its requested needs. <br />- Some cities may not wish to prioritize their projects. <br />Scoring will be developed by the committee so that equality <br />is retained between requests of different cities, whether <br />prioritized or not. For a specific city that prioritizes <br />projects, those projects of a higher priority will receive <br />a higher score on this factor than those of a lower priority as <br />indicated by the city. <br />8. Status of Project <br />- A project for which conceptual work has been initiated <br />by Ramsey County. <br />9. Conformance to Plan <br />- Projects included in the Ramsey County Comprehensive Plan <br />and a city's comprehensive plan. Projects included in only <br />one plan may receive a partial score. <br />10. Coordination <br />- An agency or community is proposing a public works <br />project that will impact a county road.
