permit. These are only suggestions and are not an all inclusive <br />list. <br />1. Hours of operation should be confined to weekday hours, 8:00 <br />AM to 5:00 PM, with possible limited Saturday hours. <br />2. Extensive landscaping or fencing should be required to <br />screen the use from the residential lots behind this site. <br />3. Noise and odor must be controlled per Ordinance <br />requirements. <br />4. All repair work to be done inside of the building. <br />5. No external storage of cars waiting for repairs. <br />6. Outside storage of waste material, debris, refuse, junk, <br />vehicle parts or damaged vehicles is strictly prohibited. <br />7. Storage of repaired vehicles only may be allowed outside <br />with adequate parking space for employees and customers. <br />8. Lot coverage should remain at least 30 percent in green <br />space. <br />9. Conformance with all other pertinent City standards. <br />CONCLUSION <br />Our analysis only points out the issues involved in this case and <br />how a conditional use permit might be used to control possible <br />site problems. Upon reviewing the merits of this case with <br />respect to a possible text amendment, the City must also review <br />this issue with respect to the rest of the City as a whole to <br />determine if the B -3 District is appropriate for this high <br />intensity use. The decision concerning a text amendment allowing <br />Automobile Repair -Major as a conditional use in a B -3 District <br />should be considered a policy decision which the City must make. <br />If the site were to be rebuilt and improved to the above City <br />standards, would the City feel that this is an appropriate use <br />for this location and for the B -3 zone in general?
