Hanson, City Administrator <br />RE: Senior Citizen Housing <br />MAYOR <br />Michael Fahey <br />COUNCIL <br />Beverly Scalze <br />Bill Blesener <br />Rick Collova <br />Jim LaValle <br />It appears Dominium Group is no longer interested in pursuing a <br />senior citizen housing development in Little Canada. However, I have <br />had two non - profit groups express recent interest in this concept. <br />They are Twin City Christian Homes and Ark Development, Inc. <br />Originally, I thought I would have information from both firms for <br />Wednesday's meeting. Due to the holidays, it now appears that this <br />may not happen. <br />Based on the interest that is being expressed, I feel it is advisable <br />to obtain some guidance from the Council at this point in time. <br />Specifically, I am concerned with how the City would choose a <br />developer for this type of project. It is my feeling that the City <br />should attempt to get the best project possible while still ensuring <br />that it is a feasible undertaking. This matter could resolve itself <br />by letting the developers fight over site control and then having the <br />City react to the developer with the best site. However, I do not <br />feel this process would guarantee the best project for our <br />community. <br />Therefore, I think it would be in the City's best interest to discuss <br />this matter with the owner of the most appropriate site(s) and ask <br />for his /their cooperation in helping to select an appropriate <br />developer. I would then suggest that we utilize a <br />request- for - proposal format (RFP) whereby we set out some criteria <br />and ask developers to respond to it. Based on their proposal and on <br />their track record, the City could chose to work with the developer <br />we feel would have the best chance of building a successful project <br />in Little Canada. (I have already obtained some examples of this <br />process.) <br />Other issues which will need to be addressed are the use of Tax <br />Increment Financing, the use of Community Development Block Grant <br />Funds for land acquisition, and any zoning matters. I would <br />appreciate the Council's comments on my ideas in order that I may <br />better deal with any prospective developers for senior citizen <br />housing. <br />Page -9Oa <br />
