Prior to the preparation of the Ordinance, I <br />discussed this matter at some length with Dave Harris, <br />Superintendent of Public Works. <br />Under Section 809.055 of the enclosed Ordinance, all <br />licensed collection services would be required to provide <br />recycling collection service for residential dwelling units. <br />The definition of "residential dwelling unit" is expanded to <br />include all residences within the City, and would therefore <br />include mobile homes, town houses, condominiums, or apartment <br />buildings. Pursuant to my discussions with Mr. Harris, I have <br />also added a requirement that haulers within the City provide <br />the Superintendent of Public Works with the total tonnage of <br />collection of recyclable materials and refuse on a monthly <br />basis. Finally, this Section requires licensees to provide an <br />annual list of multi - family residential customers, and to report <br />monthly on any changes in its multi- family customers. <br />The enclosed Ordinance will also add language to Section <br />809.080 allowing the City to provide or contract for collection <br />services where a property owner fails to do so, and calls for <br />assessing the property owner for any resulting costs. <br />Page 19 <br />
