MINUTES <br />PLANNING COMMISSION <br />JULY 12, 1990 <br />Bendel recommended approval of the conditional use <br />permit to allow a second shopping center free - standing <br />sign at the Rice At C Center subject to the <br />recommendations of the City Planner as contained in his <br />report dated July 12, 1990 and contingent upon all <br />signs meeting the requirements of the Sign Ordinance as <br />amended. <br />Motion seconded by Pedersen. <br />Motion carried 5 - 2. DeLonais and Herkenhoff voting <br />against. <br />LIGHT RAIL DeLonais informed the Commission of a public forum to <br />TRANSIT be held on Monday, July 23rd, at 7 P.M. at the YMCA <br />East Branch on the subject of Light Rail Transit. <br />DeLonais reported that he is on a task force studying <br />this issue and he will keep the Commission informed on <br />the matter. <br />OTHER DeLonais requested that he receive a map showing the <br />BUSINESS City's park system. DeLonais, was informed that when <br />the Park Master Plan is completed, the Commission <br />members would receive a copy. <br />DeLonais also requested the total area in the City <br />taken up by the following: lakes, 35E, 694, Highway <br />36, Soo Line Railroad, Burlington Railroad, Water Works <br />property, wetland areas. <br />COSTA ESTATES Mr. Robert DeBace appeared before the Commission with a <br />concept sketch of Costa Estates, a residential <br />development consisting of approximately 48 <br />single- family lots. DeBace described the proposal in <br />detail and reportedathat the plat is proposed to be <br />developed in two phases, the initial phase being the <br />lots along Desoto Street. DeBace reported that the <br />plat meets Code requirements, and no variances are <br />being requested. DeBace also pointed out the need for <br />discussion of the improvement of DeSoto Street to serve <br />the proposed lots. <br />Herkenhoff recommended concept approval of the <br />preliminary plat for Costa Estates as presented. <br />Motion seconded by DeLonais. <br />Motion carried 7 - 0. <br />Page 13 <br />
