This same issue would be true for the cul-de-sac end itself, as it abuts the single family
parcel to the north. Abetter design would keep the street internal to the property,
ending the cul-de-sac short of the north property line.
Cul-de-sac length. As designed, the proposed cul-de-sac is approximately 740 feet
long. The City's Subdivision Ordinance limits cul-de-sac streets to 500 feet. Variances
may be considered in cases where there is no alternative due to existing development.
Such a condition may exist with this property, however, the cul-de-sac should be
designed to extend beyond the 500 foot limit as little as possible. In this case, the cul-
de-sac should not extend to north boundary, as noted above.
To the north of this property is a neighborhood of single family homes along Thunder
Bay Road. Those lots were developed in the same width of property as that of 685,
693, and 699 Labore. The applicants should work with the owner of 699 and design a
project that provides for access to that property.
Summary and Recommendation
Concept plans are intended to develop a list of preliminary issues, rather than to
"approve" or "deny" a particular design. In this case, planning staff believes that a
significant re-working of the design should be done to address the issues listed above,
and those raised by the Planning Commission and City Council.
Pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Kevin Steiner, 693 Labore Road, LC, 55117
Steven Benning, Rim Lake Const., 2255 Victoria St. N.
