HANSON, Administrator <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />612 -484 -2177 <br />FAX: 612 - 484-4538 <br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: August 3, 1990 <br />RE: 1991 Sheriff's Contract <br />MAYOR <br />Michael Fahey <br />COUNCIL <br />Beverly Scalze <br />Bill Blazoner <br />Rick Collova <br />Jim LaValle <br />Based on our most recent Contract Cities' Liaison meeting, it appears that <br />the City of Little Canada can expect our 1991 Sheriff's contract to be in <br />the range of $425,000 to $455,000. In 1990, we will be spending $375,000 <br />for police coverage. The difference between these amounts represent <br />increased costs associated with providing police coverage and the <br />potential formula change that has previously been discussed with the <br />Council. This formula change negatively impacts us due to a higher <br />weighting on the number of events investigated and also by the change from <br />area to mileage. The utilization of this contract is far from finalized. <br />Not only is there not a consensus among the members of the liaison <br />committee, but there will also be concerns in adoption by each city's <br />elective body. <br />Other factors affecting the increased cost in the Sheriff's contract <br />relate to the addition of a third lieutenant, and a crime prevention <br />officer budgeted for one half of the year. It should be noted that in the <br />lieutenant's case, the contract cities pay only 41.71% of this amount due <br />to utilization in areas outside of the contract cities. The crime <br />prevention officer's cost is split between the eight contract cities at <br />100% of cost. As instructed by the Council, I did vote against the <br />addition of these two positions due to cost constraints. However, I was <br />in the minority in this position. <br />To further discuss the contracting situation as well as ways in which the <br />City of Little Canada can control its police costs, I have asked Commander <br />Jerry Bergeron to attend Wednesday's Council meeting. He will discuss <br />potential changes in service delivery which could affect the number of <br />events charged to the City of Little Canada. One option in this regard <br />would relate to citizen assists. Commander Bergeron can define what a <br />citizen assist is and the Council can consider any changes regarding a <br />service level provided which could impact our cost under the formula. To <br />address this matter, I have attached a short survey we have done utilizing <br />monthly Sheriff's reports showing responses to alarms and citizen <br />assists.
