If you will recall., we had <br />previously surveyed cities to find out their policies <br />regarding park charges for residential development. The <br />Council then requested that we do an additional survey <br />which would give us an approximation as to charges <br />associated with various types of development. On the <br />survey summary dated July 27, 1990, Kathy Glanzer has <br />addressed that request based on recent development <br />proposals within our community. Please keep in mind when <br />reviewing this data that the cost calculations were <br />prepared by us using the guidelines provided to us by the <br />other communities. The accuracy of these calculations has <br />not been verified. <br />When reviewing this information, it does appear evident <br />that an increase in our park charge fee of $300 per lot can <br />be justified. When one considers the planned capital <br />improvements for our parks as well as the increased costs <br />associated with their maintenance, we must be cognizant of <br />additional revenue sources to help defray these amounts. <br />With retention of levy limits and decreasing local <br />government aid, fees and user charges are one of the only <br />available methods to increase our revenues. <br />Based on this information, it is my recommendation that we <br />increase our park charge per lot to at least $400.
