Based on my conversation <br />with him and on the attached letters, it appears the watermain was <br />oversized at City request for benefit beyond that of the Heritage Office <br />Park. it is also my understanding that the City made some type of <br />agreement whereby the developers would be reimbursed for the added costs <br />associated with oversizing this watermain. <br />The attached letters represent two different view points in how this <br />reimbursement should be calculated. The letter from Mr. Daniel M. Parks <br />of McCombs, Frank, Roos Associates, Inc. indicates a reimbursement amount <br />of $7,452.50. A letter prepared by Don Carley indicates the amount should <br />only be $3,772. <br />In reviewing this information with Mike Lynch, he has stated to me that <br />the correct figure would be based on the approved watermain plan necessary <br />for the development. He stated that if the original plan submitted by <br />Heritage Office Park called for only a six inch main and was approved by <br />the City, then the letter prepared by Mr. Parks would be the correct <br />reimbursement amount. However, if the approved plan was not the initial <br />drawing submitted by the Heritage Office Park and changes were made <br />regarding the watermain sizing, then the letter submitted by Don Carley <br />would be the correct figure. <br />We will do additional research prior to Wednesday's meeting to make a <br />determination as to what the initial approval regarding the watermain plan <br />was. Based on that information, the Council should make the necessary <br />decisions regarding the reimbursement of these monies to Heritage <br />Development.
