ANALYSIS <br />Lots. Costa Estates now is proposed to consist of 44 lots on <br />three blocks. The original proposal consisted of 48 lots. All <br />lots as proposed meet minimum lot size requirements for both lot <br />width and square footage. <br />Access. As previously stated, access to this site is a concern <br />for the interior lots as Noel Drive needs additional right -of -way <br />width at the north and south ends of the Costa property to become <br />a through street. <br />The new plat submitted follows guidelines suggested by the City <br />Council. The proposed Noel Drive has now been renamed Costa <br />Lane. Costa Lane is proposed to intersect Allen Avenue to the <br />north, run south through Costa Estates and then west to intersect <br />DeSoto Street. In order for Costa Lane to join Alien Avenue, 20 <br />feet of additional right -of -way must be acquired from the three <br />property owners whose lots abut the existing 30 foot right -of- <br />way; these properties being the Bruhn, Wright, and Plessel <br />properties. These property owners seem to be in favor of Costa <br />Lane continuing to Allen Avenue. At the City Council hearing <br />regarding this matter on 22 August, Mr. Clarence Bruhn indicated <br />that he would sell his entire back lot. The purchaser could <br />then dedicate the additional right -of -way that is needed. Mr. <br />DeBace reported that Mr. Wright is willing to dedicate his 20 <br />feet of right -of -way for Costa Lane. <br />DeSoto Street, which will be used by Costa Estates, has only a 33 <br />foot right -of -way. Fifty feet is required and must be obtained <br />before final approval. The Costas have proposed that the <br />additional right -of -way width be acquired from the City park <br />across the street. All property acquisitions and dedications <br />must occur prior to final plat approval. <br />Grading and Drainage. A grading and drainage plan has not yet <br />been submitted to this office. These plans must also be <br />submitted to and reviewed by the City Engineer. Preliminary plat <br />approval will be contingent upon his review and comments. <br />2 <br />Page 33 <br />
