Each of the lots are to be <br />assessed equally @ $13,000 each. <br />As part of the research associated with the appraisal of <br />Parcel # 10 & 11 improvement project # 89 -16 dated May 15, <br />1990. I observed several sales, primarily on Sylvan Street <br />of lots that sold unfinished with assessments, to be paid by <br />purchaser in 1987. These sales and other market data that <br />we have observed indicate the assessments in this case for <br />this project are appropriate. Please note that a separate <br />in depth analysis to determine exact benefits to each <br />property owner was not undertaken. As stated we have <br />observed evidence to suggest that the assessments are <br />consistent with other similar projects and benefit this <br />property not less than the amount of assessments. <br />If there are any questions or if I may be of additional <br />service please call at your convenience. <br />Sincerely, <br />Willi.
