(612) 636-2565 <br />APPRAISAL RESEARCH ASSOCIATES, LTD. <br />STEVENSON - EDWARDS & ASSOCIATES <br />2310 County Road D • New Brighton, Minnesota 55112 <br />FAX: (612) 633 -0394 <br />Mr. Paul Ostrow <br />Sweeney & Borer <br />Attorneys at Law <br />Suite 1200 Capital Centre <br />386 North Wabasha Street <br />St. Paul, Minnesota 55102 <br />RE: Project 88 -7 <br />Dear Paul: <br />OCT 151999 <br />(612) 633 -0779 <br />I have received the assessment roll for Little Canada <br />improvement Project 4 88 -7, Payne Avenue. <br />Pursuant to your request " to verify that certain <br />assessments to be levied against various properties in the <br />city of Little Canada are appropriate" I drove by each of <br />the listed properties on the assessment roll. <br />Payne Avenue project according to your letter of 10/09/90 is <br />for street reconstruction, overlay and drainage improvement. <br />Each of the abutting property owners is assessed an equal <br />$680.63. - <br />In this case the benefit to properties from project <br />improvements are difficult to quantify with any degree of <br />precision. However the regular maintenance and improvement <br />of neighborhood drainage pattern certainly benefit the <br />neighborhood as a whole and lots individually. Based on my <br />observation of this and other similar projects it is my <br />opinion that the properties are benefited by at least the <br />amount of assessment and that the assessments are <br />appropriate. <br />In my opinion the assessments that have been levied are <br />appropriate. <br />Page 35 <br />
