Mayor Hanson and Members of the City Council April 19, 1991 Page 3 * Mike Lynch stated that the estimated cost for regrading the ditch falls between $400 and $500, and costs to install a drain tile system in conjunction with regrading of the ditches would run approximately $1,000 per lot. Storm sewer is not a viable option for the majority of this area, with the possible exception of ditch D north of Allen Avenue. Cost estimates for this improvement would be made pending the availability of more specific data. In our presentation to the people, we explained that the best manner to achieve corrections would involve utilization of the public improvement process. It was further explained to them that at this point in time they should expect to bear 100% of the cost associated with any of these improvements. However, we informed them that the ultimate decision regarding assessment of costs would be made by the Council after receiving recommendations from staff which would be made after further review of the matter. As indicated by the survey, the majority of the people did not feel they should bear any of the costs of these improvements. Based on these meetings and the survey results, it is my recommendation that the Council initiate public improvement proceedings pursuant to MN Statutes Chapter 429 to implement corrective actions in these ditch areas. To do this,, we should call for an improvement hearing to be held on May 22nd or at a special meeting of your choosing. I would further recommend that the City Engineer be authorized to formalize a report that essentially designs the proposed system improvements in order that accuract costs estimates can be prepared for the hearing and impact on property can also be ascertained. (The availability of this report could affect the date of the meeting. Mike Lynch will need to clarify his needs in this regard.)
