Mayor Hanson and Members of the City Council <br />April 19, 1991 <br />Page 3 <br />* Mike Lynch stated that the estimated cost for <br />regrading the ditch falls between $400 and $500, <br />and costs to install a drain tile system in <br />conjunction with regrading of the ditches would <br />run approximately $1,000 per lot. Storm sewer is <br />not a viable option for the majority of this area, <br />with the possible exception of ditch D north of <br />Allen Avenue. Cost estimates for this improvement <br />would be made pending the availability of more <br />specific data. <br />In our presentation to the people, we explained that the <br />best manner to achieve corrections would involve <br />utilization of the public improvement process. It was <br />further explained to them that at this point in time they <br />should expect to bear 100% of the cost associated with any <br />of these improvements. However, we informed them that the <br />ultimate decision regarding assessment of costs would be <br />made by the Council after receiving recommendations from <br />staff which would be made after further review of the <br />matter. As indicated by the survey, the majority of the <br />people did not feel they should bear any of the costs of <br />these improvements. <br />Based on these meetings and the survey results, it is my <br />recommendation that the Council initiate public improvement <br />proceedings pursuant to MN Statutes Chapter 429 to <br />implement corrective actions in these ditch areas. To do <br />this,, we should call for an improvement hearing to be held <br />on May 22nd or at a special meeting of your choosing. I <br />would further recommend that the City Engineer be <br />authorized to formalize a report that essentially designs <br />the proposed system improvements in order that accuract <br />costs estimates can be prepared for the hearing and impact <br />on property can also be ascertained. (The availability of <br />this report could affect the date of the meeting.
