consistent with the Redemption Period stipulated in Section <br />817.280 on Page 20. <br />Page 19 Section 817.250 Weapons. <br />Again, I am not sure of the full intent of this section. I would <br />suggest that the City of Little Canada ordinance remain <br />consistent with state and federal regulations governing what is <br />received, purchased, pawned or sold in the area of weapons. <br />To further ensure control of weapons I would recommend that the <br />ordinance include clear stipulations regarding: 1) the recording <br />and submitting documentation to determine stolen goods (this is <br />addressed quite well in Sections 817.230 and 817.240); and 2) <br />documentation and authorization to obtain a background check on <br />the individual pawning the weapon (I have attached a copy of the <br />form that is used by the City of Minneapolis for this purpose). <br />This is the extent of my review at this time. I would like to <br />request that a reasonable time frame be established to implement <br />the ordinance. The reason I make this request is so that <br />adequate financial assistance and storage accommodations can be <br />arranged prior to the four month hold period. Currently there is <br />a 30 day hold period. This means that I can rotate dollars in <br />one month. Implementing a four month holding period means that I <br />must tie up four times the amount of money or the same amount of <br />money for four months. In either case it presents a considerable <br />challenge in financing. In addition to limiting the cash flow, I <br />also have to arrange storage for four times the amount of goods. <br />Therefore, I would ask that I be given advance notice of from <br />four to six months, or a grace period, before full compliance <br />with the four month holding period takes effect. <br />Thank you again for the opportunity to review the proposed <br />ordinance.
