TOWER SURVEY <br />Shoreview - Shoreview currently has three large broadcast towers. The property <br />on which these towers are located is zoned Tower Zoning District and <br />the towers are allowed by Conditional Use Permit. The City has an <br />operating agreement with the property owners which covers issues <br />from ice problems to safety and health concerns. As part of this <br />agreement, the owners pay the City a franchise fee of $110,000 for <br />all three towers per year for a period of 20 years. This amount was <br />based on a complicated formula and represents that the City believes <br />to be lost tax revenues for the property. <br />Shoreview indicated that these are the only three towers they have and <br />they would not allow any additional free - standing towers. <br />Roseville - This city does not allow free - standing towers. Cellular antennas would <br />have to be placed on another structure, such as a roof or water tower. <br />Maplewood - This city has a KSTP tower as well as an MCI tower (which was allowed <br />by conditional use permit). No user fees are charged. <br />White Bear Lake - This city allows no free - standing towers. One was proposed on <br />private property, however, was denied. The city is currently <br />negotiating with a developer for placement of a free - standing <br />tower on City property. The rational is that City property <br />does not generate tax revenue. If the tower is on City property, <br />then the City can collect a user fee. <br />
