Although from a land use perspective, the pawnbroker use <br />is similar in many respects to other retail uses in the district, <br />certain operational and administrative concerns resulted in the <br />licensing requirements. In order to be sure that the use, now <br />defined in the City Code, is restricted to specific areas, staff <br />felt it advisable to name the use as a permitted use in the B -3, <br />General Business District. This step will avoid potential <br />confusion as to its location in other business districts such as <br />the B -1 zone. <br />Attached to the memorandum is a draft Zoning Ordinance amendment <br />which adds pawnbrokers and secondhand goods dealers (the uses <br />named in the license procedure) as permitted uses in the B -3 <br />District.
