Hanson <br />Pursuant to our recent conversations and to your executions <br />of easements for the DeSoto Street improvements, I am <br />hereby writing to inform you that any assessments made as <br />part of the above - referenced project would be on a deferred <br />basis given the current zoning of your property. Because <br />your property is presently zoned I -1, you would not be able <br />to access DeSoto Street for any purpose on your property. <br />Therefore, no benefit accrues to you by the improvement of <br />Desoto Street at this time. <br />You may face a deferred assessment given the fact that <br />zoning could change thereby making a permitted use off <br />Desoto Street a possibility. Therefore, a minimum <br />assessment on a deferred basis could be levied for <br />improvements to the street itself given the fact that the <br />new section constructed is of superior quality to the <br />existing street. As I stated to you, it is my estimation <br />that this assessment will be minimal in comparison to the <br />other street assessments for that project. <br />As we discussed, specific dollar amounts are not available <br />at this time. It is anticipated that the City Engineer and <br />I will be working on the assessment rolls for this project <br />in the next few weeks. You will be notified of the <br />proposed assessment pursuant to Minnesota Statutes Chapter <br />429. <br />Page 74 <br />
