C armi4e764
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -9538
MEMORANDUM
TO: Mayor Hanson and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: June 26, 1991
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Conova
Jim LaValle
ADMINISTRATOR
Joel R. Hanson
RE: Issuance of Premises Permits for the Fire Department
and Bingo Hall Permit for Little Canada Bingo Hall
Pursuant to the article in the Saturday edition of the St.
Paul Pioneer Press regarding civil actions taken against
two of the charities operating from the Little Canada Bingo
Hall, contact was made with the Gambling Control Division
of the State of Minnesota. The City Attorney and I met
with Tom Anzelc, Executive Director of the Gambling Control
Division and Lee Graczyk, Supervisor of Compliance
Investigations. The purpose of this meeting was to learn
of any actions the City should be taking regarding these
allegations as they relate to renewal of various permits.
Based on this meeting, my recommendation is to renew the
aforereferenced permits based on the following:
* Mr. Anzelc recommends that the City approve the
premises permits for the Fire Department and the
Bingo Hall operation permit as presented subject
to our normal review procedure.
* The State will be initiating a comprehensive
compliance review of St. Joseph's Society, Little
Canada Charities Plus, Little Canada Fire
Department, Lake Owasso Residence Volunteer
Council and Northwest Suburban Youth Association
at all of their Little Canada locations. This
compliance review will be commenced by August 1,
1991. Results will be available to the City
pending involvement by other agencies and
completion of any other processes.
JRH:kpv
Page 7
