This program <br />provides deferred payment loans to low- income homeowners to make improvements affecting <br />safety, energy, accessibility and habitability of their homes. Metro HRA administers, the program <br />in Ramsey County communities (except St. Paul). <br />As a result of previous actions by your city council, this program has been available to residents of <br />your community since 1982. <br />In order to complete our application for the Phase VI funding, we again need a resolution <br />authorizing your community's participation in the program. I have enclosed a sample resolution <br />such as the one that was previously approved by your city council. Also enclosed is a summary of <br />the program.
