c. Manufacturing and Industrial Uses. <br />Manufacturing and industrial buildings, <br />structures and appurtenant works shall be <br />protected to the flood protection elevation. <br />Measures shall be taken to minimize <br />interference with normal plant operations <br />especially for streams having protracted <br />flood durations. Certain necessary land uses <br />such as yards and parking lots may be at <br />lower elevations subject to requirements set <br />out in paragraph b. above. In considering <br />permit applications, the City Engineer shall <br />give due consideration to needs of an <br />industry whose business requires that it be <br />located in floodplain areas. <br />d. Waste Treatment and Waste Disposal. <br />(1) No new construction, addition, or <br />modification to existing waste treatment <br />facilities shall be permitted within the <br />floodplain unless emergency plans and <br />procedures of actions to be taken in the <br />event of flooding are prepared, filed <br />with, and approved by the Minnesota <br />Pollution Control Agency. The emergency <br />plans and procedures must provide for <br />measures to prevent introduction of any <br />pollutant or toxic material into the <br />flood waters. <br />(2) There shall be no disposal of garbage or <br />solid waste materials within floodplain <br />areas except upon issuance of a <br />conditional use permit at sites approved <br />by the Minnesota Pollution Control <br />Agency and subject to the requirements <br />of Section 921 of this Ordinance. <br />e. Fill shall be properly compacted and the <br />slopes shall be properly protected by the use <br />of riprap, vegetative cover or other <br />acceptable method. The Federal Emergency <br />Management Agency (FEMA) has established <br />criteria for removing the special flood <br />hazard area designation for certain <br />structures properly elevated on fill above <br />the 100 -year flood elevation - FEMA's <br />requirements incorporate specific fill <br />compaction and side slope protection <br />standards for multi- structure or multi -lot <br />developments.
