The fourth option would be to proceed as proposed <br />in my memo of August 23, 1991. This would require <br />the property owner in question to agree to proceed <br />on that basis. <br />It is my recommendation that we proceed with option 3 or 4 <br />to effectuate a solution to the drainage problems in this <br />area. I feel the City has been fair in proceeding in this <br />matter by recognizing our responsibility in this regard and <br />in developing a solution to correct existing drainage <br />problems. I will be giving the homeowner in question the <br />opportunity to choose which course of action is <br />acceptable. Depending on his decision, I will be making a <br />final recommendation at Wednesday's meeting as to how to <br />proceed. It should be noted that in the event other <br />property owners objected to option 3, then I would propose <br />that we discontinue any improvements on Ditch "D ". <br />Should you have any comments or questions regarding this <br />matter prior to Wednesday's meeting, please let me know. <br />Hopefully we will be able to have this matter resolved by <br />that time. <br />JRH:kpv <br />cc: Ditch "D" Property Owners <br />Page 19 <br />
