Dick Krumm, of RVK Architects, is checking references on the
apparent low bidder as well as verifying the accuracy of the
bid. He will have a final recommendation available for
Wednesday,s meeting.
It should also be noted that another deletion we made from the
bids relates to flooring material used in the warming house.
Based on the suggestion from Jim Beckwith of Kraus - Anderson, Jim
Morelan pursued the installation of floor material using a
different avenue. Not only has that saved dollars for the
project by reducing material costs, we are also going to benefit
from a donated installation by Larry Husak. The estimated cost
for the flooring is $2,250.00. Assuming Washtock's low bid of
$45,105.00, the total would then be estimated at $47,355.00.
When the project was bid last year, the low bid was $55,500.00.
Therefore, the appears the changes made have resulted in a
savings of $8,145.00. In reviewing the bids of some of the
people who bid last as well as this year, it would appear that
that number is an accurate representation of the savings
achieved. It should also be noted that we did spend an
additional $924.00 in architects fees for the redesign of
certain segments of the project as well as $124.23 for printing
of the new bid documents.
The source of funds for this project is as follows:
City Budget $23,000.00 (Maximum amount)
North Suburban Youth Assoc. $11,700.00
St. Joseph's Society $15,000.00
Little Canada Rec. Assoc. $ 7,500.00
TOTAL $57,200.00
It should also be noted that LCRA has pledged up to an
additional $15,000.00 to ensure that the project will be
successfully completed. The exact impact of these donations on
the City's contribution is not known at this time. However,
sufficient funds do exist to ensure the completion of the
project.
One last note relates to the fact that Jim Morelan has obtained
a letter from Roseville Area Schools regarding permission for us
to construct the project on their property. Therefore, it is my
recommendation that we proceed with the construction of the
warming house subject to the recommendation of the architect
which will be available for Wednesday's meeting.
JRH:slu
Page 23
