MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 1991 <br />The Planner felt that if there is adequate area for 6 <br />homes in this District, this would give the City some <br />grounds for requesting flexibility from the DNR for <br />setbacks for 6 homes. <br />Garske felt that the problem is that the Favis house is <br />not worth anything, and was allowed to deteriorate to <br />the condition that it is. Garske pointed out that <br />about 6 of the 9 homes on Little Canada Road have been <br />maintained properly, therefore, they will not trip the <br />50% rule as the Favis house did. Garske suggested that <br />the area remain single- family for now, but that the <br />density be maintained at what the ordinance allows. <br />Hagen asked what will happen to the Favis house if the <br />CUP and Variance request are not approved. <br />The City Planner replied that the house may be <br />condemned and razed. <br />Keis pointed out that if the City is looking for the <br />area to become park land, that is 20 to 50 years down <br />the road. Keis did not believe that the City was in a <br />position to buy any property owners out at this time. <br />DeLonais suggested that it could be done with excess <br />TIE monies. DeLonais pointed out previous discussion <br />about redevelopment along Rice Street. <br />The Planner stated that the City would need to have a <br />major development happen in order to generate any <br />surplus TIF funds. The City Planner pointed out that <br />any redevelopment project will probably require excess <br />TIF funds to support the redevelopment itself. <br />Garske asked if the Favis rehab were feasible, what <br />would be the feeling of the Commission for a row of <br />nice - looking homes on Little Canada Road. <br />Drabik did not feel the situation was safe, given the <br />close proximity of the road. <br />Hagen was concerned that if a home along Little Canada <br />Road burned down, the property owners would not be <br />allowed to replace it. Hagen pointed out that if a <br />prospective buyer researched the situation, the homes <br />would never be sold. <br />DeLonais asked if the Hagen house could be rebuilt, <br />given the size lot it is on. <br />The City Planner stated that according to the ordinance <br />a house could be rebuilt, if setback requirements can <br />Page 4 <br />
