MEMORANDUM
TO: Mayor Hanson and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 8, 1991
RE: Fiscal Advisory Services
The City of Little Canada has been dealing with Juran &
Moody for many years in reference to fiscal advisory
services. In past number of years, Brad Farnham has been
Juran & Moody's representative to the City of Little
Canada. This past week, Brad has left Juran & Moody and
joined the firm of Springsted, Inc. The obvious dilemma
this creates is which financial advisory service do we
retain for the City of Little Canada.
Juran & Moody is proposing that Steve Mattson, the current
head of their Municipal Bond Department would be our
representative. Brad would like to be our representative
with Springsted, Inc. Which representative and firm would
be the better choice is debateable.
I have asked both firms to submit to us a letter of
interest outlining who will be assigned, the capabilities
of the firm, and fee schedules. This information will be
available for Wednesday night's meeting. It should also be
noted that we had one project in the works relating to the
refunding of various bond issues. Obviously, Brad was
working on this project and is capable of doing so with
Springsted, Inc. However, Ted Bronell with Juran & Moody
was also providing some technical assistance which I was
impressed with and their firm is capable of continuing the
project. Therefore, I would like to get a decision made as
to fiscal advisory services which will be of long -term
nature. While our current project is a consideration in
this decision, I do not feel it should be the sole deciding
factor.
Page 39
